I can't speak for others, but I am fine with the refs
calling it a charge because his upper body wasn't moving even though 1 foot was still moving. For me, I think there is a distinction between the movement of the lower body whether it impacts any movement by the upper body.
Movement by the upper body = player is still trying to establish position
No movement by the upper body = player has establish his position and any movement by the lower body doesn't have any direct impact on that position
In a lot of ways I don't see it as being that much different than when a defender raises his arms straight up in the air and makes contact with the shooter, but doesn't get called for a foul because he has established his position.
