Particularly with an active roadway beneath the unfinished bridge.


That just seems like a poor idea and unhealthy risk. I'm not an engineer, and it's easy to be critical in hindsight, but the process of installing the suspension cables seems dangerous enough on its own without the added risk of allowing vehicular traffic beneath the bridge at the same time.
