We had traffic under stages of construction all the time but halted traffic during key installation or erection movements. What seems to have happened here was a change in temporary supports that overstressed the tension anchorages that were being manipulated to switch loads to the final configuration. With that shift in support and the loading patterns, something popped or snapped. No excuse for not stopping traffic during the stress load switch and testing, especially with noises and cracking.
