Your point seemingly makes sense, but
I think we probably need more information. I imagine that there is a whole lot more to this story that will eventually come out.
One would assume that all kinds of bridges - say, the Golden Gate Bridge - probably undergo various kinds of tests on a regular basis. I would assume that sometimes you need to shut down a bridge to do testing. But more often, I would guess you do not need to shut it down.
