The only reason texas nixed the PAC16 idea a few years back
was because ESPN offered them the longhorn network. It had nothing to with travel or anything else, they wanted to get seriously paid and have their own failed tv channel.
WVU's travel issues are indeed unfortunate. Had the Big 12 been able to grab a few other schools from the area like Louisville and Pitt, it could have eased that burden. Along those lines, the only way a PAC move would make sense for OU is if there are three other Big 12 teams going with them (ideally ut, OSU, and some other Texas school not named baylor).
As for start times - with the rest of the PAC complaining about late kick-offs, i would assume that a hypothetical grouping of four or so CST teams would open the window to earlier games for all involved.
