That's exactly what I thought, initially.


But then I saw some diagrams and drawings (see link below, near the bottom) and it appears that the stay cables weren't cables at all but just steel pipes.

I'm an aero guy and not a civil engineer, but based on those drawings I would not expect those pipes to be able to handle much load (mainly due to how they are attached).

My guess here is that it was designed as a truss bridge with the truss taking the majority of the load and the rest was mainly for looks.

So the question then becomes - what happened?
