There are more natural game breaks in football due to the way the game was designed and has evolved. I'll agree TV abuses the fans the way they handle the breaks in football but those games breaks are almost non-existent in soccer in comparison. TV was forced to do something different around the game of soccer because TV couldn't change how the game is played. How football is played creates multiple breaks in the action allowing TV to take advantage of them, however TV lengthens the breaks which is more the problem than the quantity of breaks IMO.
TV is changing the length of the natural breaks instead of adapting the commercials to the length of the natural breaks.
