Keep it simple
Every foul earns one shot and the fouled team gets the ball back. That's every foul, starting with the first one in the game.
No bonus,
No reason for losing team to intentionally foul at the end of the game,
No rules change for the last 2 or 3 minutes,
No need for refs to judge intentions of fouler, and
A good team would not be disadvantaged by an opponent being rewarded for intentionally breaking the rules of the game. I can't think of another sport where this routinely happens.
