As I understand, those tickets never held up in a court of law, because


they needed the pilot / person from the plane to appear in court, as opposed to the person who issued you the ticket on the ground. As in, "You have the right to face your accuser." I heard this on a radio show featuring a guy who had written a book about how to get out of traffic tickets.
