I was a Sheriff's deputy for 8 years.

The dispatchers and officers didn't take him seriously, that is obvious from their reported actions. He gave his exact location and description of the vehicle and they couldn't find him? I call BS unless they just did a cursory drive by. As you said E911 should have given his cellphone location which should have been transmitted directly to the officer's laptop unless they are still using stone age technology and didn't have one. Be interesting to see the dispatcher's and officer's initial reports on this call.
