Thanks, I finally found the nugget. Here it is for others:

"After several delays due to weather and re-configuring of the throwing circle due to slippery conditions"

So, the re-configuring of the circle was what the coach was referring to. Weather related delays are pretty common, but usually, nothing is done to the circle. Must have been bad.
