I'd say it probably wasn't that at all since the Senate Majority Leader at
the time was from Maine. The President Pro Tempore was from WV. The 6 members of the Minority Leadership in the Senate also voted for it (5 yeas and 1 not present). Overall was 88-5. It then proceeded to pass the House with a voice vote.
This was popular legislation with bipartisan support.
The law specifically allowed states that already permitted sports wagering to continue to do so. Oregon, Delaware, and Montana were also allowed to continue their sports lotteries. [Post edited by jmanatVT at 05/16/2018 4:23PM]
