It passed in '92, he became whip in 99, minority/majority leader in 2005
switching back and forth with control of the senate.
That's not to say he wasn't involved in this deal, however. In any case, I don't think it was a sweetheart monopoly deal, it seems more like a reasonable grandfathering of what already existed while everyone else wanted to ban it for themselves.
