NCAA transfer rules

I am doing some research for a friend. I know football and basketball players must sit a year if transferring to another D1 school except for grad school exception or a waiver. It looks like the NCAA rules require a year out for baseball players if the first school doesn't provide a waiver.

My friends son was hurt in his first game and is taking a medical redshirt. His coach says he is pulling his scholly depending on how he comes back from Tommy John surgery next year.

Any info or references would be helpful.
