Except for the top 5 players in each state...

The players must recruit the schools and coaches instead of vice versa. The top 5 players or so are known by all coaches. The next 20 players can play, but must get the coaches to look at them. There are dozens of players in this category, and they must "recruit" the coaches in order to get a look.
