He started by discussing mice in a maze. As the mice are wandering around looking for a way out, almost all of them will eventually wander down a long corridor in the maze that eventually dead ends. The smart ones turn around and look for a different way out. The dumb ones just stay where they are at the dead end. Floridians are like the dumb mice in the maze.

A little self-deprecating humor given that Dave is also a Florida resident, but it does explain why a disproportionate number or stupid criminal stories involve Floridians.
