It does not have to be 64...
I have seen set ups where 88 works best. This would include all of the marginal that would likely cause the most stink in such a transition. The league would break down into 8 11 team conferences that would have 5 home and 5 away games each year and allow 2 any choice games from among the other 77 teams in the league. To advance to the play offs you would have to win your conference and then compete in an 8 team play off that drops to 4 then 2 then 1.
In basketball you would play every team in your conference home and away and elect to play 5 other games at your choice.
I rather like that better than 64 because it brings in the Cincinnati's, Academies and Boise States of the nation. The problem is going to be that money is going to determine which of those marginal schools actually do anything because all of the recruits are going to be "bought" by the wealthy schools - i.e., the Blue Bloods. But, they can't complain it is there if they want to spend the money.
