In terms of DI-AA/FCS powerhouses, the list probably includes the following: Marshall, Youngstown St, Montana, App State, Georgia Southern, North Dakota St, Delaware, Northern Iowa, Eastern Washington, Furman, JMU, UMass, Villanova, LA Tech, NE Louisiana (now known as UL-Monroe), Middle Tennessee State, Western Kentucky, Eastern Kentucky, Samford, Murray State, and Jacksonville State.

The list is a crude off the top of my head list based not only on winning NCAA DI Championship titles, but also consistency at making the DI-AA(DI-FCS) Playoffs, conference titles, and appearing in the weekly poll. Historically speaking, the Southern Conference and the Yankee/Atlantic 10/CAA conference were/are considered to be the 2 best conferences in the DI-FCS. While the Big Sky and the Gateway Conference (now known as the Missouri Valley Football Conference and not affiliated with the Missouri Valley Conference) was typically jocking with each other for 3rd and 4th best. Some years the Ohio Valley and Southland Conference were in the mix, but most of the times they were looking at 5th and 6th best due to a lack of depth. Then there was everyone else. Once the SoCon started losing its top programs to the DI-FBS, the Big Sky and Missouri Valley moved up to fill the void. Now the battle for top conference is pretty much between the CAA, Big Sky, and Missouri Valley.
