While it may be a logical act...

I doubt WVU would accept the invite unless they had no other option. If the Big-12 was still there, WVU is never leaving it. The SEC could pull them in but that is very unlikley. The SEC has the powerto do so but n one else. The Bi-Ten would never invite WVU in - not an AAU member.

For WVU to leave the Big-12 and join the ACC, WVU would have to give up 20 million dollars a year and that is not going to happen. The ACC average pay out was ~25 million and the Big-12 paid out 36 million. On top of that WVU makes at least 9 million on teir 3 which the ACC does not have. Some suggest WVU actually makes closer to 11 million now. That is roughly 20 million dollars.

What would WVU get for it?

Treated badly every chance the ACC had to remind the Mountaineers how much the ACC has always hated them.

I can't speak for the Mountaineers but no one with any brains would make that deal. If the Big-12 died and the SEC did not want them, then the ACC might get them. But short of that, it is not happening.
