The northern schools would insist on access to Florida.

One of the main drivers of teams like Notre Dame or Penn State to see the ACC attractive is the access to the fertile recruiting grounds of Florida/Georgia. The same is true for Syracuse, BC, and Pitt.

So Miami would have to be in the North Division.
