I totally get your point, but the counter to 30-40 QBs transferring being


bad for the game is that these are 30-40 guys that likely wouldn't get to play due to whatever circumstances. Now they'll get to go to a new place that will best fit their abilities. By doing that, the level of play should actually be better. Think of Wilson at Wiscy. That was an incredibly fun team to watch. Plenty of other examples.
