County Administrator (top dog) back in the early 90s. Also PSA Director. A lot of power.

Had an affair with his secretary, and then a child.

Ran a scam whereby he created a fake consulting firm in Roanoke with a PO box. Then he'd create fake invoices which he gave to sec. to pay (presumably she did not know of the scam).

To care for child, sec. was given regular payments, in the form of direct bank deposits to her account. Sec. became concerned that aid would continue through child's college years, and consulted an attorney. Attorney advised that sec. should request bank paperwork re: deposits, to establish the pattern of assistance. Paperwork revealed to sec. that her boss was depositing the same fraudulent checks she was processing.

Quite a brilliant scheme. It must have occurred to sec. that she could be implicated, and that it might be best to keep quiet. But she didn't. He ended up doing a few years at the "country club".
