Dumb question: can you itemize in Virginia if you don't itemize federal?

The instructions say, "You must claim itemized deductions on your Virginia return if you claimed itemized deductions on your federal return." But they don't mention the reverse situation.

So since the federal standard deduction is $24K (for married couples), there's a really really good chance that unless you're super-rich, you're not going to itemize federally, but are going to be well above the $6K standard deduction for state taxes.
