Because most people don't put much thought into withholding

and they have no idea what's really going on with income taxes--finding out you get money back is a heck of a lot more fun than finding out you owe

I'd also counter that people who get all worked about ZOMG! TAX-FREE LOAN FOR THE GOVERNMENT are making mountains out of molehills...unless you *really* whiffed on withholding, is the money lost really that significant?
