That was Maintenance, this is re-capitalization
Of course I see a dig about the state of NY and state resources in your tone. Each state manages itself its own way, as well as it culture. Just because Va does things a certain way, does not mean everyone should or shouldn't. What works in New York is fine. What works in VA works fine. Our end on this, is simply we get another great acc program, that investing in facilties to be successful. period.
At the time, there was maintenance issues that required the dome to be replaced, that includes material replacement and stitching, without it there simply would be no facilities for cuse football basketball lacrosse etc.
THis time, they had enough time to model revenue streams, capabilities, expenses, business cases etc. This is a total rework on the dome. It will include air conditioning (which today only as treated air (as part of the air pressure that keeps the dome up)
It will look wonderful, and great for fans and generating revenue. further, by putting in fixed roof, they can reduce the sustained maintenance and operations for the cost for maintenance of the dome structure and the cost of the constant air blower to keep the pressure up.
