When the call is indeed bad,

you have the people who missed the call in the first place reviewing their own bad call.

When the call is indeed good, you have the people who made the correct call in the first place reviewing their own good call.

It is possible the poster was just talking about the first situation and not quite clearly assuming that all challenged calls are incorrect.
