The department essentially hired an outside contractor
He is going to have his eye on his next project as soon as he gets the assignment. It's about making the short-term results as attractive as possible to get the next gig. The difference with private contracting is that he left no infrastructure to ensure continued success. There are a minimal number of players left, no future recruits, and a gutted support staff of coaches, trainers, and other employees. There is very little institutional retention of the factors that made success possible.
