I think that it is political why they don't want more Texas members.

UT-Austin is able to bully any other Texas member to vote like UT-Austin. So currently UT-Austin has 4 votes, and the others have 6. Any additional members from Texas are just more votes for UT-Austin on Conference decisions. The others are OK with UT-Austin having 4 votes, but they don't want that influence to grow more.

I don't think there is any question that Houston is qualified. The elephant in the room though is UT-Austin.
