He's set them up as different companies this time
So he won't be using WWE talent to broadcast the games this time around even though Jim Ross is/was a sideline reporter for Oklahoma's radio broadcasts.
Kind of interesting what they have done. They have a community college football league testing out some of the rules they will be using to work out the kinks unlike the last goaround, and there will be a 9th "team" that won't play any games, but will practice throughout the season and serve as a farm team for the other teams in case of injuries.
Plus, he got Oliver Luck to run the league. Vince will probably be more interested in the production value of the XFL.
It's taken him quite a few years to do it, but now the WWE is more of a programming provider to networks than an attendance driven business. The WWE will be getting $200M a year from FOX starting this fall for a 2 hour show that will be broadcast on Fridays on FOX, and another $200M a year from USA Network for a 3 hour Monday night show. If he can get the XFL to start producing $50M a year in rights fees, and the attendance numbers pay the players' salaries and staff expenses, then the league will do just fine.
