how the "blaming the NCAA" really works, and the schools need to create some sort of organization to help in their self-policing.
As far as your idea that each conference could set their own rules, be careful what you wish for because each conference could end up creating vastly different variations of the same sport. Take football for example:
Big Ten could decide any time one of their members is designated the "home team," that the game will be played as Iron Man football or each team is only allowed to make 3 subs the entire game.
SEC could decide any time one of their members is designated the "home team" that the field will be enclosed with either barb wire or a steel cage, players are allowed to carry "weapons" (i.e. baseball bat) on the field, and there will be no penalties.
Big XII could decide one of their members is designated the "home team", the following scoring system:
Home TD = 10 points vs. Visiting TD = 1 point
Home FG = 9 points vs. Visiting FG = 1 point
Home Safety = 8 points vs. Visiting Safety = 1 point
You want to talk about the Wild Wild West. Well I think you may have just created it by giving each conference that must power instead of forcing all participating conferences to agree upon the same rules.
