Because programs like VT generally have to choose: athleticism or size?

As a program, VT has generally chosen athleticism over size. Other non-top 15 recruiting programs tend to choose size (think Pitt or Wisconsin or BC). Some go with a mix (and is yet another reason why some programs consistently underperform IMO). VT occasionally gets both (Tremaine Edmunds, Tim Settle), but for the most part only the elite programs get both.

It's one reason (or, more accurately, an example of) why VT is not an elite program.
