If that doesn't describe a certain poster or two, I don't know what does. It creates mass confusion as to what is acceptable, and creates a sense of loss of control of the board and that "anything goes". At the very least, remove this part of the TOU since you're clearly not enforcing this, so its clear to the rest of us what is acceptable or not.
