Only ones I can think of are Sale and Price.

Now look at the biggest FA signings of players coming off rookie contracts in the last 20 years... Damon and Giambi?

Yes, both sign big FA deals because they can afford to and it doesn't kill them if it doesn't work out, but the idea that every team is a farm club to develop players for them is an excuse fans use to excuse their owners who won't invest in talent to win.
