I don't see any rumble strips in the pavement between the regular right

lane and the shoulder. So it may be designed to be an extra rush-hour lane.

Don't know anything about 95, but 81 has rumble strips in both shoulders. So even if you are distracted/texting/asleep, hitting those should jolt you back to the real world in a hurry.
