It's designed around the strengths.
When RB is a strength, you can bet the coaching staff will design the O around it. Just as he ran Evans into the ground in 2016 and let him sling it with that WR squad. Jackson couldn't sling it like Evans so they dialed him back. Neither of them had great RBs. If you have a stud, I would expect him to get 75% of the work and wouldn't be surprised at 20+ carries. However, a stud, we don't have or haven't developed yet.
Typical freshman RBs can't pick up pass protection that quickly. Ryan Williams was redshirted because of that, at least in part. I'd be surprised to see a true freshman get PT unless he can pass protect well enough.
