I believe there is a 2 tier system for carrying these

In the ACC footprint, the ACC Network will be similar to NBCSN-DC in Virginia, Fox Sports Carolina in NC/SC, Fox Sports South in GA, etc that the ACC Network will be on the basic tier with ESPN at a higher per month rate, and then out of the ACC footprint be on a sports tier at a lower rate.

IIRC, the B1G Network gets over $1 a month per subscriber in the B1G footprint, but only 10 cents a month for subscriber out of the footprint. That is why ESPN was so gung ho on the ACC adding BC, Syracuse, Pitt, and ND. Those schools are in states #4, #5, #15, and #17 in population. Better to have those states paying full in footprint price in basic tier than being in another tier that viewers have to add.
