I don't think Fu values the RB position , much like the NFL..

...doesn't much anymore. Seems his running game is a shared concept , complemented by the QB/ WR's. This from just a casual observer of his time @ VT and not looking at his teams at Memphis. On the other hand , it could be as you suggested , a function of not getting the type of RB who can provide a much bigger threat/inpact.
