There's almost no way they would have the ACC network. They don't even have DIRECTV down there. It's something called sky. So unless I'm missing something I do not see any possibility they could have it at a sports bar
I've seen hokie games in Mexico and the Virgin Islands and a few other places. Don't think I can pull it off at a bar in Costa Rica though
