Homeowners insurance isn't really there for relatively small losses. If everyone made claims for trifling reasons, then there wouldn't be a premium pool left to pay to massive property replacement. So they can either charge much higher rates (which no one ever wants to pay) or they can drop risky customers who make small claims.
