GMU should be able to do it


With the size of the student body, it might not be very difficult to do it.

Longwood would have trouble due to their size.

It cost Penn State $100M+ to start up their hockey programs which included building a new arena. D1 hockey has 13 scholarships for both men and women, so they added 26 scholarships. A school adding FCS football would have to build practice facilities, training facilities, and a stadium in Longwood's case, and then fund 126 new scholarships (63 for football and 63 for women's sports). That may be too steep of a price for Longwood.

Yes, there are schools like VMI playing FCS football that are much smaller than Longwood, but VMI has been playing football for over a century, so they have been able to add facilities over time and spread the cost of doing so over a long period of time. A start up needs those facilities at launch and will be paying big money out of pocket.
