The Big-12 has been completely quiet on the GOR and expansion. When it has come up as a question in an interview (very rare), the reply is that nothing is going on. That and the current silence can be interpreted one of two ways; either there really is nothing going on or a lot is going on and they are being closed mouthed about the dealings. Frankly, the Big-12 or indeed any conference has not been secure to the point that there is zero chatter on a subject. The general consensus is that nothing is going on. WVU's president Gee has been heading the foray into the concern and has given simple answers that all amount to, no one that everyone can agree on is out there and even if there were a team, most members of the conference have no appetite for expansion.
