Was that Target gift card a shopping reward, or did someone pay face value

for it? If it were some kind of a reward for buying something else at Target, I can see where Target may make limit you to something with a big markup (you can use a $10 gift card to buy something that only cost Target $5). But if someone paid ten bucks for a $10 gift card, I don't see how they can limit it.
