The 'Safir' and 'Simorgh' are not well-suited for ICBM application


Your theory is sound on the surface, but maybe based on using DPRK as the lens through which you're judging this(?) Iran has no ICBMs. And even with DPRK, they've developed their progams separately. The space launch program may inform ICBM development, but is not the 'gateway' or 'breakout' path to ICBM capability.
