Amazing how lazy and controversy craved journalists can be.

Keep in mind the natural bias should be to not want players that enter the portal to come back.
First, a large portion of players in the portal will have been encouraged to move on because they didn't develop and can't play.

Second, head cases that can play but never mature make their decisionand you let 'emgood luck, good riddance.

"Case by Case" makes perfect sense.
