First of all, don't take Stubhub seriously right now. It's a reseating year. There's less than 100 tickets on stubhub. VT hasn't even begun the reseating yet. You'll notice all the tickets are very high rows. If you buy your tickets now, one of two things is happening.
1) The person listing the tickets picked the highest row in the section he/she knows they can get when it is their turn to select seats. When they select their seats, If they get better seats than YYY, then they will tell you you get a "free upgrade."
2) They are selling short. Pay $537 now for 4 tickets in section 13 row UUU, then in August, once everyone has gotten the tickets and the market is a bit more saturated, the person who sold their 13 UUU will find some on Stubhub for $200 each and then flip them to you.

Another reason this ticket won't be in such high demand: It's 2020. There is a global pandemic going around right now that has people afraid to be in large groups. That fear will continue, in some degree, into the football season. Also, because of this pandemic, a ton of Penn State and VT fans have lost (or are about to) lose their jobs. Seriously if game happened in other previous year, I'd agree. But not this year. One last thing that is among the most important any other year, but lesser this year is the lack of enthusiasm going into the season for VT.
