Thats' why you have compliance folks. NOT to say what you cannot do, but rather, with the rules how can we organize to succeed. That is a huge culture thing with compliance folks.

I guarantee that what UVA approach has been reviewed by compliance folks who are great attorneys who have figured out way to be successful and be in full compliance.

Other schools, who compliance folks just read the manual, and don't interpret the manual, are left behind.
