Governor orders supersede local ones, at least in Texas
Mayor Adler in Austin has had a SIP order since March that hasn't expired and has been requiring 100% mask usage, social distances, and requesting bars and restaurants stay closed. If it were up to local leaders in Austin, Dallas, Houston, San Antonio we'd be under lockdown with all those places closed.
Governor Abbott's orders are what matters (aka can be enforced). Local mayors recently found a workaround to his "No masks" order by fining businesses who allow customer in (putting the risk on businesses), but that's a ridiculous game to play if you're the governor. The second he said bars can be open in mid-May to prevent people from collecting unemployment almost all of them opened.
