It continues to be the case that the majority of payments missed in the first week of the month are made up with late payments. 89 percent of respondents reported that they had paid their June bill in full as of the first week of July. This is consistent with the end-of-month payment rate for prior months.

Also it's worth noting that this is apparently based off of 4,000 households:

Each nationally-representative monthly survey reaches over 4,000 Americans, and is distributed on the third day of the month. The surveys are administered through SurveyMonkey and the samples match the gender and age distributions of the United States as a whole.

I'm sure there are people out there struggling to pay rent but I'd caution reading too much into one survey of 4,000 houses.
