Lockdown will either be mandated or voluntary (out of fear)

Countries that have been touted as examples of not having official lockdowns are suffering as much.

The world is interconnected. The first priority is containment by cutting off the ability to spread outside hot spots and then locking down the hot spots. They could've learned from China which locked down a province and restricted air travel.
