There are 9 FBS conferences if you exclude the ACC because the conference's "deal" with Notre Dame. Also, there are 5 other FBS Independents. The 9 FBS conferences still have to find 2 OOC games to complete the 12 game schedule. Notre Dame already has 4-6 games because of its agreement with the ACC. Plus, Notre Dame has annual games against Navy, Stanford, and USC which brings it up to 7-9 games. It shouldn't be that hard for Notre Dame to fill the remaining 5-3 slots. Heck Notre Dame could even decide to play a 13th regular season game by agreeing to play @Hawai'i. The game could even be scheduled the week before or week after (aka Conference Championship Weekend) its annual season finale game against either @Stanford or @USC.
